В связи с 85-летием журнала «Деньги и кредит»

We are both large nations, with considerable natural
and human resources. We also both possess potentially
devastating weapons. Hopefully, the realization of this fact
will lead to common sense in politics. Another commonality between our two nations will be naturally apparent to
readers of this journal: over the last several decades, the
financial systems in both Russia and the United States, in
their own specific ways, endured moments which could
legitimately be labeled crises (legitimately because the
expression «crisis» is so overused as to run the risk of
sounding hollow). In Russia and the US, respectively,
the Central Bank of the Russian Federation and the US
Federal Reserve were on occasion forced to intervene in
financial markets to forestall catastrophe. Both of these
institutions and their leaders in my view deserve praise
for their policy initiatives, rather than the often harsh
and unwarranted disparagement they frequently encounter at the hands of outside commentators.
Наши страны имеют значительные природные и
человеческие ресурсы. Мы также обладаем огромным
потенциалом разрушительного оружия. Поэтому будем
надеяться, осознание этого факта послужит проведению политики, основанной на здравом смысле. Есть
еще один общий момент (очевидный для читателей
журнала): в течение последних нескольких десятилетий наши финансовые системы пережили события,
которые можно назвать кризисами. Соответственно, в
России и США Банк России и Федеральная резервная
система время от времени были вынуждены вмешиваться в деятельность рынков, чтобы предотвратить
катастрофу. Оба эти учреждения и их руководители,
безусловно, заслуживают похвалу за проводимую ими
политику, хотя она часто подвергается жесткой и подчас необоснованной критике у комментаторов-неспециалистов.
My great honor since the 1990s has been to work with
the Central Bank of the Russian Federation, and especially the journal «Den’gi i kredit» where I have many dear
friends and colleagues. The Bank of Russia has been, quite
frankly, a beacon of stability during very tumultuous times
for the Russian economy and people. As central bankers
all over the world know, their job is not to be popular but
to provide stability for economic activity by persons and
businesses.
Мне выпала большая честь с 1993 г. работать с
Банком России и особенно с журналом «Деньги и кредит», где у меня друзья и коллеги. Откровенно говоря,
Банк России всегда был маяком стабильности в очень
беспокойные для экономики и населения России времена. Ведь, как известно, цель деятельности любого
центро­банка – не завоевание победы в конкурсе на популярность, а обеспечение стабильных условий для субъектов экономической деятельности.
On this occasion, the 85th anniversary of the founding
of «Den’gi i kredit», I celebrate the event and express my
gratitude for colleagues, both past and present, that I have
had the privilege to work with.
По случаю 85-летия журнала «Деньги и кредит» я
поздравляю редакцию журнала и выражаю свою искреннюю благодарность за прошлое и настоящее сотрудничество коллегам, с которыми имею честь работать.

am, by accident of birth, an American citizen. My heritage, however, is also very much Russian. My devotion to both of these great nations is very strong. Of
course, as everyone knows, disagreements between friends
are inevitable. But these disagreements must not lead to
confrontation as they have in the past. Both of our nations
will conduct presidential elections in the coming year. My
sincere hope is that we elect leaders who can forge close
ties between two nations which are more alike than many
may think.

ак получилось, что родился я и живу в США. Однако мои семейные корни в России. Поэтому я
очень предан обеим этим странам. Конечно, как
всем известно, некоторые разногласия между друзьями
порой случаются. Но они не должны приводить к конфронтации, как это уже было в прошлом. В России и
США в 2012 г. будут проходить президентские выборы,
и я искренне надеюсь, что мы выберем лидеров, которые смогут наладить тесные взаимовыгодные отношения между двумя народами, у которых на самом деле
даже больше сходства, чем кажется на первый взгляд.
