There is the typology of coalitions in Legislative Assembly of Saint Petersburg of 1st, 2nd and 3rd
convocations (in the beginning of work, in the period after election of the chairman and before elections).
Considered examples logrollings (trade about voices) – about voting for deputy inquiries and the batch
amendment of deputies to a bill about the budget are interesting. Besides three special cases – elections of
the chairman of Legislative Assembly of SPb – Sergey Tarasov, second convocation, elections of the
chairman of the third convocation of Vadim Tulpanov and preparation and acceptance of the law on
elections deputies of Legislative Assembly of SPb and the following, the fourth convocation are most in
detail considered.

The article is dedicated to the National part of the Department of common affairs. The article contains
the reconstruction of the history of occurrence of the National part, the analysis of the parts structure,
competence and personal structure. The National part consisted from III, VI, VII and VIII departments,
which had deal with the different problems of national policy, such as the measures of the strengthening
